Office of the Speaker is established pursuant to Article 178 (1) of the Constitution and Section 21 (1) of the Elections Act No. 24 of 2011. The Speaker, who is an ex officio member of the County Assembly, is elected by the County Assembly from among persons who are not members of the Assembly. Immediately following the election of the Speaker and pursuant to the Assembly Standing Order number 14, the Clerk of the County Assembly administers the Oath or Affirmation of Office to the Speaker in the presence of the assembled County Assembly. The Speaker presides over the Sittings of the Assembly and in his or her absence, the Deputy Speaker or a Member of the Chairpersons Panel pursuant to Standing Order number 18(6)(a) of the Assembly.

About the Assembly
The County Assembly of Makueni is the legislative arm of the County Government established pursuant to Article 176 (1) of the Constitution of Kenya and is one of the forty seven (47) County Assemblies in Kenya. As by Article 177 (1) stipulates, the Assembly consists of members elected by registered voters of the Wards on the same day as a general election of Members of Parliament, each Ward constituting a single member constituency. The Assembly further consists of a number of special seat members necessary to ensure that no more than two-thirds of the membership of the Assembly is of the same gender and the number of members of marginalized groups, including persons with disabilities and the youth all nominated by political parties in proportion to the seats received in that election in that County by each political party. The Speaker is an ex officio member.

KEVIN MUTUKU
Mr. Kevin Mutuku is the Clerk of the County Assembly. Mr. Mutuku took oath of office during a meeting convened by the County Assembly Service Board (CASB) in the forenoon on 2nd December, 2020 presided over by the Speaker of the County Assembly, Hon. Douglas Mbilu and a Commissioner of Oaths who administered the oath. Honourable Members and staff of the County Assembly were invited to witness the occassion. The office of Clerk of the County Assembly is established under Section 13 County Governments Act No. 17 of 2012. The criteria for appointment of the Clerk is set out in Section 13 (2) of the same Act and Section 18 of the County Assembly Service Act No. 24 of 2017. The Clerk of the Assembly is an authorized officer and the office of the Clerk (and the offices of members of the staff of the County Assembly) are the offices in the County Assembly Service Board (CASB).
